Achieving Worldwide Access to Quality Education and Training
The global marketplace and new technology are contributing to the rapid globalization of higher education. Today's business environment draws its professional work force from all corners of the globe. Human resource development divisions of multi-national corporations face the increasing challenge of evaluating courses and degrees from other countries when identifying personnel. Further, higher education is no longer provided solely within national borders. Provided both by the higher education and corporate sectors, transnational education can be found in multiple forms, provided both electronically and through traditional instruction and training programs. Issues of quality, purpose and responsibility abound in this new borderless educational arena and the time is ripe for an international alliance of business, higher education and government dedicated to principled advocacy for transnational educational programs. This new alliance is GATE - the Global Alliance for Transnational Education.
A Valuable Education Resource and Business Tool
Guiding Principles for Transnational Education - Developed as a cooperative activity of business and education through GATE, the Principles assist institutions and organizations in the development and evalutaion of quality education which crosses national borders. The Principles are adopted by national systems for application to transnational programs and/or they are applied directly by GATE in a centrally administered international peer review process for quality assurance and improvement, requested on a voluntary basis. The external review leads to GATE recognition which carries with it the professional and moral authority of the international higher education and corporate training communities.
Global Data Base - GATE is creating a data base which will serve as a resource for corporate human resource divisions, university admissions officers and national qualifications bodies. The data base will provide GATE affiliates and data base subscribers printed and electronic access to national academic standards, quality assurance processes, and institutional information plus the names, affiliations and nature of transnational education entities in all countries of location. GATE is committed to building this formidable data base within the shortest timeline possible.
General Communication - GATE affiliates are provided a newsletter and access to on-line updates regarding global education trends, changing educational systems and transnational program development.
A Strategic Partnership
The multi-national corporate community, national association and governmental agencies and institutions of higher education must partner to maximize information and assure quality in a rapidly globalizing education and human resource market. Each of these communities of interest is represented on the GATE board, and GATE's programs are designed to meet the needs of each constituency while maximizing cross-fertilization through:
* Exploring current issues companies face in international hiring and universities face in international admissions;
* Networking across national borders with other corporations and educational associations and institutions;
* Accessing global information on educational systems, institutions and transnational educational offerings; and
* Developing principles of good practice and recognition for quality international education and training.
