Key ideas
Who are we?
The PM-40 Labour
Integration Programme carries within its initials much more than just the
name of an association. For thousands of people throughout Spain, it
represents an open door, a doorway to hope. According to the latest data
available, there are some 800,000 persons all over the country in the
target group of all of our activities. To carry out these activities, we
have offices throughout the country where highly-experienced professionals
attend to and study the social and economic situation suffered by these
unemployed persons.
Through
this organisation, we study different formulas for the reintegration into
the labour market of these unemployed over-40s, analysing society’s
unsatisfied need for care services, and proposing different projects for
the future.
General Objectives of the PM-40

To
promote the psychological recovery and improve the motivation to work
of the target group of unemployed over-40s

To guide, advise and integrate these persons
in risk of exclusion into the labour market.

To help to create jobs, improving their
professional qualifications.
|
 |
To advise entrepreneurs on the different
means of access to economic and technical aid to improve the viability
of companies, promoting especially social economy companies that base
their activities on the exploitation of their own resources.

Main activities of the PM-40
Labour Integration Programme
This
organisation, which is today established in all parts of Spain and is also
present on the international scene (in countries such as Cuba, Argentina,
Chile, France, Italy, etc), has undertaken numerous projects which have
been very well-received by society. Some are already widely known, such
as:

VOVIS, the neighbourhood
night-watchmen (“Serenos”), park and public space keepers, in
collaboration with the Seville City Council.

The “Third System and Employment”
pilot scheme, in collaboration with Sociedad Siglo XXI and the Seville
City Council.
|
 |
The “Three Wise Men and Father
Christmas Home Visits” in collaboration with the Provincial
Council of Seville.
|
 |
The “rural keepers”, in
collaboration with Sociedad Siglo XXI and the Aljarafe Councils
Association.
|
 |
The Integra Programme, in
collaboration with the Andalusian Regional Government and the European
Social Fund.
|
 |
The International Meetings on support
policies for unemployed over-40s, in collaboration with the
Spanish National Institute for Employment, the Ministry of Employment
and Social Affairs and many other public and private bodies.

Numerous occupational training courses
run since 1994, in collaboration with the Regional Ministry of
Employment, through the Andalusian Regional Government and the
European Social Fund. (See Annex of the Information Pack for the
1999-2000 courses).

Likewise,
PM-40 supports the unemployed through wide-ranging training programmes and
by informing them of the requirements for the creation of labour
integration companies, mainly in the fields of co-operatives and
self-employment. We also have an Information, Guidance and Job-Seeking
Service assigned by the National Institute for Employment
which carries out personalised interviews with unemployed persons.
In
Europe, the organisation is participating in several different programmes,
especially the “Integra Programme for the Development of Human
Resources” through the PM-40 Resource Centre and the pilot experience
“VOVIS, a European option against unemployment”. To all of this must
be added our presence in economic and social decision-making bodies, such
as the European Economic and Social Committee, and our participation, as
founder members, in the “Euro Idea” programme, which is of
transcendental importance as it facilitates contact between this
association and other European bodies with common interests.
Agreements signed by PM-40
In
order to help achieve its objectives, PM-40 has signed co-operation
agreements and accords with different public and private organisations
which pursue the labour integration of those groups of persons at risk of
social exclusion. These include:

With the Seville City Council,
through its:
Department of the Economy and Tourism
Agreement for the establishment of the VOVIS service.
Department of the Economy and Tourism Agreement
on the “Third System and Employment” project.
Planning Department Agreement
on the use of “keepers” in the Miraflores and Buhaira parks.
Department
of Social Affairs Agreement for the
social and labour integration of the long-term unemployed over-40s.

Agreement with the Ministry of Employment
and Industry of the Andalusian Regional Government for the running
of the Empleo/Integra community initiative.

Agreement with the management company of the
Seville Olympic Stadium for the promotion of the stadium.
|
 |
Agreement with the Andalusian Public Land
Company for an attended car-parking area in the Alamillo Park, and
another agreement with the same body for the establishment and running
of a parking area for trucks, coaches and cars in the vicinity of
Torre Triana.

Agreement between the UGT Trade Union and
PM-40/Asturias for the training and labour integration of
especially disadvantaged groups.

Numerous agreements have also been signed
with local councils throughout Andalusia (Alcala de Guadaira, Brenes,
Camas, Conil de la Frontera, Ecija, Gelves, Lebrija, Osuna, Los
Palacios y Villafranca, Puebla del Rio, Punta Umbria, La Rinconada,
Sanlucar de Barrameda, San Juan de Aznalfarache, Tomares and Utrera).
